Yes it does. I have seen several players with it. You get it by not having all the non kit related badges, i.e. basic ground, basic transports, basic avator, etc.
Yes it does, those players who do not have all basic combat badges will be Master Gunny at 50,000 points. Just look around, there are plenty, I have seen that rank in servers B4.
I missed out on it back on the day, bloody knife badge! If you're a casual player and thus won't be getting 30,000 points anytime soon I suggest you get it. It looks like a much higher rank

I rarely MGSgts around. Ive seen about one and thats it. Anyone who cant sit for 10 minutes in a vehicle for the badge needs to be eaten.

I got mine the second way. I didnt feel like joining in the group gangbang.
The one MGSgt I know has 0 kills with the knife. His excuse is "dont take a knife to a gun fight" So he doesnt have his basic knife and thats why he never got 1Sgt, he also doesnt have basic ground def so he didnt get Sgt Major. Heres his stats http://bf2s.com/player/48559643/

I'm probably going to be a master gunny on this account, unless an opportunity arises in the next 25,000 points to get basic helicopter, in which case I might be a sad git and go for basic ground defence.

Sergeant Major Of the Corp. Another 'dark' rank, I have never ever seen it, not ingame not on stat-sites.
