So my freind is really hard to hear in teamspeak and he says he has his mic turned all the way up, he even has mic boost on. To be able to hear him, he has to yell. Are there any ways to turn his mic up more?

He says he has some turtle beach sound card.

Well, hmm....

Is this is first time using Teamspeak? Or did this problem just start recently for him?

It just started. It use to be that there was so much background noise or static (either one, idk) that you could barely hear him because of the noise.

Hmm, well that should probably rule out his Outbound setting in TS as what's causing the issue...

Did he just recently install that soundcard?

I use Teamspeak a lot and I can personally tell you from experience that individuals have troubles that aren't always explainable. For example, there are two users who can never hear each other, but the rest of the users in the channel hear both of them loud and clear. We still don't know why.
