Yeah me too, there has been a number of times where I have done someone around 8-times IAR and they still haven't shown up in my stats.

And then I see all these guy's with people they have killed 3 times in their stats and think WTF???

There have been times where I've killed someone 5 or 6 times.. and I think 'yea, gonna make you my bitch' but they never end up on the list.

Far as I know, they need you as one of their enemies, to end up on your list. You might kill them 5 times, but you may need double that to be on their enemy list.
