What's the point of it? I don't get it.

It's a House resolution proposed by the Idaho congressman to commend the makes of "Napoleon Dynamite" becuase the movie promotes such things as:
I really don't think that's what the movie makers had in mind.WHEREAS, Napoleon's bicycle and Kip's skateboard promote better air quality and carpooling as aternatives to fuel-dependent methods of transportation;
