You need an option for "none of the above". I would rather have the business punished for outsourcing, or hiring illegals, instead of using national labor at a fair wage. Outsourcing and illegals drive wages down to where normal, legal citizens do not want to take the job.
outsourcing jobs in india would help a lot of countries so they can invest in 2 countries (india and china) and not just china itself
