I think you just answed your own question. You get it from "tehsig.com"

I gave up on my stats sig. It took up a lot of space, and no-opne really cared about it except me, so I just keep my Shihad sig there now.

Anyway, back to your question. Do a search or look for the stickied post, "Sigs are gone but all is not lost" which would be in the BF2S section somewhere. That'll tell you all you need to know.
