I am not sure if it is used globally, I think only the USAF use it. I have no idea what IP stands for. I thought "Ingress path" for a bomber but then I realised that is probably not what it means.
EDIT: Just been told it means the "Initial reporting Point".
Supposedly the time at which a Bomber calls inbound (Hence IP inbound). New question: What is the use of such a signal?
