i would say this is almost exclusively american. i've studied the concept of conspiracy theories/theorists as part of some sociological work, and it's normally always framed as an american thing. it's connected to so many other cultural+technological factors that just make it a pretty uniquely american thing. also you guys have an innate distrust of your federal government over there that lends well to a hermeneutics of suspicion. sure there are plenty of dumbasses in europe who gave 'loose change' the once-over and probably found it "so plausible, dude". i'm not saying all europeans are rational and intelligent. but only in america do they actually constitute a sub-culture/group/political 'force' (if that's the right word).
as i mentioned technology before, it's also in no small part down to the fact you have these far-right radio and television networks that keep huge captivated audiences through talk-show hosts and pundits. that's not really a broadcasting culture we have here. it's very corporate and very ideological.

rasputin isn't a conspiracy theory. a cause celebre. an enfant terrible. he's a folklore hero. i wouldn't say rumours and gossip in high-society are the same as conspiracy theories. conspiracies normally imply a paranoiac attitude and a belief that there are events/agents acting behind the scenes against your will. rasputin was just rumoured to entertain a closer relationship to the tsars than was comfortable. it doesn't really imply the same grand sinister narrative or 'dark plans' that a conspiracy theory does. i'm sure there are lots of figures in european history who have been killed off because they represent some sort of embarrassment or discomfort. e.g. the princes in the tower...
