the size of your population is irrelevant. there is such a thing as proportion or relative measurement. it has nothing to do with how your country is governed or ruled, either, let alone 'people management'. other liberal democracies do not have this level of gun crime, nor the seeming notoriety and media firestorming around the issue. the federal arrangement just makes the legal status of gun ownership and licensing a bureaucratic nightmare. it doesn't encourage actual violence.

Gun violence is pretty much an engrained part of our culture now that is divorced from law or government at this point.
