I think it's just determining where the line is on standard of dress. If I turned up to court in stubbies and jandals, (that's ridiculously short-shorts and flip-flops for non-Kiwis,) I'd probably be asked to leave despite my legs being supposedly hidden under a desk. As to sparkly gold disco pants - inappropriate? Probably. Kick-out-able offence? Probably not. Non-issue? Definitely.
