It was a figure of speech criticising Romney's perception that the number of ships was indicative of how the US Navy is faring. Technological and combative capabilities of the US Navy has far surpassed the Navy's need to win a battle of superiority on number of ships. Obama was pointing out that Romney's criticism has as much relevance as complaining that enough wasn't being spent other outdated notions of warfare. It was not a literal statement.War Man wrote:
