I was young when it happened and there aren't many objective sources so could someone who remembers it well just correct me on something? I heard recently that the order was restored in L.A. when it came time for the blacks to pick up their welfare checks. It sounds very racist but I've heard it from a few different seemingly reliable sources so I would like to know if it was true or not. Thanks I really appreciate it.

L.A.'s law enforcement has always had racial issues, so Rodney King became a convenient excuse for rioting. The anger was already there (understandably), but the treatment of King was just the final straw.
The cops had more issues with brutality than being too weak.
Granted, it kind of looks like the racial paradigm is shifting now. There will likely be more conflicts between Latinos and blacks in the future rather than whites and blacks -- especially among gangs. As for the Koreans.... I'd probably just move if I were one of them.
