Flashlight's don't get dim just because you're outside.... Do me a favor, take a flashlight in the middle of the day, and go outside and shine it in your eyes. Bring back results asap.

They do relative to their surroundings. Flashlights outdoors in the sun just won't have the same comparative effect outdoors as they will indoors, the only way you'll blind yourself with a flashlight outdoors is if you put it 1cm or so from your eye.

Your eyes are dilated in the dark, meaning the it collects more of the light from the flashlight, producing the blinding effect. Outside your eyes are not dilated due to the sun, meaning they let in less light, producing less blinding effect.

Seems pretty simple to me...
