People have been arguing for desalination plants for years. We've also got an aquifer in the area that's 640+ feet deep right now, but they limit access. Additionally, there have been arguments recently to build a water pipeline alongside an oil/natural gas pipeline that's being built from Canada (I think).

Bottomline: There's plenty of solutions for water (no pun intended) here. Not a lot of interest in investing in them.
