Able to obtain a security clearance
No more than 10 years’ active Federal Service at time of commission
Be able to meet the normal requirements of enlistment (Note: Criminal History requirements for commission are much more strict than the requirements listed in the "requirements of enlistment" article. In general, an applicant for commission must have no convictions by civil or military courts. (This does not apply to minor traffic violations with a fine or forfeiture of $250.00 or less). An applicant must not have been judged to be a juvenile offender. This applies even if the court sentence, or any part of it, was suspended or withheld, or such conviction was in any way removed from court records by satisfactory completion of a period of probation. This also applies to adverse juvenile adjudication. (Note: Some convictions can be waived).

BUT:DOCUMENTS NEEDED FOR MORAL/CONVICTION WAIVERS
• Memorandums of recommendation/endorsement from chain of command (must state offenses in memorandum – along with positive soldier comments).
• Memorandum from soldier explaining the event and outcome surrounding the event. Also mention lessons learned and what they have done with their military and civilian life since then.
• Copy of final disposition of court case. (i.e. proof of fine paid, proof of no probation for a DUI, proof of completed mandatory instruction for alcohol abuse in the case of a DUI) If the county courthouse has no record of ticket or conviction do a DD 369 (Police Records Check) for that county along with a document from that county that they have no records of listed offenses.

I would flood it with recommendations, especially of people high up in your former chain of command if you can get a hold of them. It's a good thing that it was 9 years ago, really. Might just have a decent chance.You'll find that each military service will tell you the same and some of them won't even entertain the thought of a wavier. With the applicant, like anything else, the totality of circumstances will be looked at. What you've done prior to the events and after will determine your chances. Checks of your record where ever you've lived, worked or resided since your 18th birthday will be conducted and you'll need to have some references available. Your qualifications and eagerness to be a part of the team will determine what effort the recruiter takes regarding your enlistment.
