Sure.

Just as soon as the city government accepts unlimited liability, in the event someone improperly uses such a keybox.

Thief breaks into the keybox, uses those keys to loot the houses and apartments in the area?  City council pays for all items lost, plus punitive damages

Rapist, arsonist, vandals, or such.  Corrupt city worker with access to keyboxes.  ANYTHING happens as a result of those keyboxes being misused or broken into - city council accepts full liability.

Then, perhaps, maybe, with an overwhelming vote.
