see, i could almost get onboard with the rudimentary argument being put forth by that article... except that, for those high school students, at that high school level, 'the arts' basically translates to "dance class and glee club". no shit students are going to enjoy school more when a few hours a week are given over to running around on a sugar high to loud music. "the arts". hardly sitting them down with moby dick, is it? at my school the emphasis was always on formal learning - the classics, greek/latin, ancient history, languages, maths, tripos of sciences etc. - and nobody in my class turned into a juvenile delinquent.
