I would have released more prisoners, but I figure at least 5% has gotta be in there for stupid shit like smoking pot, but I wouldn't know about 10%. That said, with the highest incarceration rates in the world it's probably over 10%.

nah, smoking pot gets you a a day or two in booking and the DA will either dismiss the charges or lower the charge to disorderly conduct($200 fee in NY). and if it's your first time they will give you two days of community service and tell you to stay out of trouble for 6 months.

but yeah, most people in prison are in for drug offenses. since the whole "war on drugs" jail/prison populations have skyrocketed in the past few decades. and guess what, north carolina has the 8th largest budget for corrections. i would legalize weed and put pressure on the courts to not sentence small time drug offenders to prison but charge them a small fine. get rid of determinate sentences so people are eligible for parole earlier. this should definitely help.

no. the gov't wont waste resources putting someone in prison for 10+ years because they smoked pot. that's ludicrous. "three strikes" only applies to felonies. for the most part, pot is decriminalized in the united states. usually the most it can get you is up to 1 year in jail(misdemeanor). even then we're not really throwing hundreds of people in jail/prison because they smoked a little pot or were carrying a dime bag.

That's about as reasonable as I can make it, but the ramifications are still a bit unpleasant. Left a $40 million buffer to cover, at least in part, the inevitable overestimation of savings and underestimation of costs. I'd like to see more options for reductions in the prison system. Absurdly long prison sentences cost a whole lot of money to enforce, and don't really do much to deter crime.

$1 a carton. $0.10 a pack. Cigarettes in North Carolina cost about $3.50 per pack. Cigarettes in New York cost $12.50 per pack. A $0.10 tax is reasonable. $9.00 is not.
