To me, it's not that the jerk is killing his own dog...as much as it is that he creates a dangerous basically feral animal.  Sure, why not let him do that...but he had better not let that dog loose.  That's when it becomes a public nuisance.  Of course, one could make a moral argument about raising an animal whose entire purpose in life is to maim or be maimed...but then, those can fall apart when an animal is classified as property.  But than, should an animal really be in the same category as a car or a plank of wood?  I'd say no...but where does the line get drawn?

All I know is that I'd never own an animal that I could not adequately care for.  I think other people should do the same, but quite clearly, no one can force them.

As I said, the law does not punish forever. Citizens have a choice, and they choose to not associate with felons.
Personally, I wouldn't hire someone I knew to be a rapist or an armed robber - because I don't think I would feel comfortable working alongside someone I knew had committed either of those crimes. Someone convicted of drug use/dealing or someone convicted for shoplifting, if they weren't repeat offenders, why not. Lots of people get meaningless convictions for those sort of things in their youth and in those scenarios, if they were the best choice of candidate, I doubt it would impact very heavily on my decision.
