I'm guessing that laws against fully automatic weapons are in place for the same reason laws against armour piercing rounds or explosives are. These things enable someone to kill a lot of people very easily, not something you want readily available to everyone.
At least with semi-automatic weapons they are slower to do more damage, damage limitation really.

So, it was a semiautomatic weapon that could've been purchased legally and is possible to illegally modify into a fully automatic weapon.

Well, since this happened in Arizona, it's doubtful they will change the state gun laws in response, but Tucson might pass something more restrictive on a city level.

I'm wondering if Jared had a prior psychological record.  His youtube account seems to imply some sort of delusional malady.

State Constitution forbids that. Only the state can pass gun laws, not individual municipalities.
