Step 1: Run the ME2 Launcher. Don't go directly into the game, use the launcher.
 Click "Configure"
A new window should have just popped up, called "configuration utility"
Click on the button on the right of the window saying "Save Games"
Only one button on this tap, "Copy Mass Effect 1 saved games" Click that mother fucker.
A "Browse for folder" window should pop up. in that window find the folder that contains your ME1 saves.
Once you find it, hit the "OK" button.
Up on the top of the Configuration Utility, there is a button that says "Mass Effect 2" Click it, there should be a drop down box, in that box click "Save Settings"
Exit the Configuration Utility. Do this by clicking the red "x" button on the top right.
ME2 Launcher should be back up, click "Play"
Once at the main menu, select "New Game"
Three options should appear, "New Character / Import ME1 Character / Import ME2 Character" Select the one about Importing ME1 character
Find the character file that you want, it should give a brief description with the name and level of Shepard. If you load it then it will give a more detailed description. Once you are sure you have the one you want, load it.
There should be a cut-scene of Martin Sheen talking with some chick with major camel-toe issue. If the chick mentions not murdering the council, a winrar is you!
