Hell no. There are way more retarded (in numbers and level of retardation) Golf and Polo drivers in Germany. In the big cities at least. The Viennese are way to rich to bother with cheap ass upgrades.

I remember, there was a spot, on the borders of Hamburg City, where a big gas station and a McD lay together with a big parking space. The local VW club held "meetings" there on the weekend (you know, cause chilling in front of McD is super-hot) and half of the retards had to jump through hoops to even get on the parking space, cause the curb was too high

I never had anything against tuning per se. It´s that cheap and over the top ridiculous shit I can´t stand. Especially if you use aftermarket parts to make you 45 PS Polo look and sound like it can tear the asphalt off the ground, only to be left behind by grannies old Mercedes on the next red light...
