I'm not.   By bringing up this distinction, it actually clarifies a few things.

And as far as excluding minorities goes, America actually tends to treat its minorities a lot better than most countries.  We certainly cater to illegals more than any other country.  We don't treat black people the way that China treats Uyghurs or Turkey treats Kurds or Europe treats Gypsies.

So really, we're actually pretty progressive when it comes to race relations compared to a lot of the world.

We accept more refugees and poor than anyone else.

If anything, we should cut back on that.

The whole point of 'per capita' statistics is to normalize the data for comparison.  Having the same per-capita values does not make one country worse than another because one has a lower population...it just means that the conditions in both countries are similar enough to produce equivilent quantities of crime...per capita.

He's not ignoring anything. He's stating a fact. If you removed black people from crime statistics, the rest of the population look like veritable angels. Black people segregate themselves into their own communities, have their own culture and cultural identity, and frankly do as much as they can to not assimilate. For all intents and purposes they are a country of their own within our country.

Well, I wouldn't go that far, but yeah, proportionately speaking, there is much more crime among blacks than among whites.  Part of it is due to poverty, but part of it is, as you said, culture.
