In most other countries in the Western world, where coins are actually relevant, the concept of having a bank note worth any less than $5 is absurd. Denominations as low as $1 change hands so often that issuing them as notes rather than coins makes little sense, unless of course the currency in question would feature no other coins of significant denomination, leaving it the odd one out.

Circulating denominations of 5c, 10c, 25c, 50c, $1 and $2 in coin form makes good sense. Abolishing the penny, and possibly the nickel as well is something that is long overdue.

It has nothing to do with any lack of precision. It has to do with practicality. Absurdly low denomination coins have been eliminated from several prominent currencies with nothing but good results.
