Yes.

Definitely.
In general, it's technology that keeps a race or culture "sustainable."  We've reached a point where we change the environment more than it changes us.  For the cultures that don't reach that point at the same time that others do....  bad things happen to them.

It's a theme that repeats itself throughout history.  Most of Africa just never caught up.  To be honest, they never had much of a chance to....

Guns, Germs and Steel explained why. They didn't have the key animals to domesticate nor the proper crops. Same reason why North and South America and South East Asia got conquered and not the other way around.

Pretty much.  I don't agree with all of Diamond's assumptions, but for the most part, I think he's right.
