i don't know about Down Under, but the majority of taxes collected on petrol go to fund federal, state, and local road expenses. the more the price increases, the less tax you pay - the price changes, but not the rate it's being taxed.

My parents keep an eye on gas prices as they drive alot, another thing if gas goes up so does food. Pricy food means less food on the table for the family, so it does have an impact.
