Only the 3GS is supposed to have a battery percentage afaik. Perhaps something you installed while jailbreaking fucked it up?
Jailbreaking actually allows you to enable the battery percentage, but I'm not sure if it has that ability from the get-go. My friend jailbroke his Touch and put all sorts of stupid shit on it that kills the battery in like an hour without even doing anything, the battery drops like a percent every minute just scrolling the menu. mine's jailbroken and my battery lasts all day
My iPod Touch is jailbroken too - you just have to be careful what you install; some of the apps are not optimized, such as one of the ones that alternates wallpapers, if I'm not mistaken it's coded in JavaScript, which constantly uses the processor.
