It's no surprise that terrorists prefer to go after softer targets, although I think there is some AQ activity in China so don't rule it out entirely. Does that mean that we're weak when it comes to terrorism judging by how things are in the PRC, and that we should be more like China in order to be safe? No thanks. I'll take my chances with some crazy Muslims..
Of course terrorism doesn't flourish in tightly controlled societies with little morals...
Of course if they're determined enough they can cause a big mess like the Chechens did to Russia, even though they still lost (and lost badly)
Also China/East Asia has never really been a historical long standing "adversary of Islam" in the same way that the Christian/Western world has been, and also the Hindu/Sikh world. I think that plays a part in it too...
