Let me clear up my version a bit. The dude in my unit was asked if he want's to come or not. It wasn't mandatory for him at any point. This was the case in -98 atleast. Therefore I doubt that anyone would be grabbed at the border and forced to the garrison for the next some odd months. One dude who was supposed to join in in the II/98 group (he had been to the teenagers drafting thingie that all kids have here) was neglecting the order and was grabbed at the border when he was coming back to Finland from a trip. Actually my classmate got arrested for not going to the draft. He lost the invitation papers and completely forgot about it. He was pretty freaked out when the cops arrested him at the harbor after a cruise

The National Guard is it's own branch, you can do your mandatory service in the NG and only serve for 6 months but then again you have 1 week repetition each year until you are 44 ...
If you don't "qualify" for regular service you may be placed in various parts of the civil defense after 1 year of civil duty ...

Moved to Finland. Went on trip to Budapest. Shooting guns and first aid? I already knew how to do that.

Generally (no pun intended) conscription is fail. Can't see the benefit to forcing people to serve a relatively short period of time. You don't get the return on investment in training/equipping funds expended, as they rarely choose to make it a career or even extend for another tour.
In an inherently wasteful field like the military, going with something that's proven to be even more wasteful (conscription) makes little sense to me. Unless you simply can't get anyone to volunteer.
