Alright I'm writing line diagrams for different compounds, but I want to make sure i'm doing it correctly. So, how would you draw a line diagram for NO3 -1?  The question I have in specific is about the valence electrons. Would that compound have 5+7(3)=26, or would it be 5+6(3)+1=24?  That -1 is throwing me off. Thanks.

Correct configuration, although the double bonds can exist between any nitrogen and oxygen making it a resonance structure.
5 + 6(3) + 1 = 24 valence
