I've seen on some servers the tk punish annoucement system. Here's an example of it (look at the top-left corner): http://bf2tracker.com/gallery.php?action=viewpic&picture=19335. Any idea where to find it/how to get it on our server?

I think a better feature would be a punisher punishment. If you punish someone for an accidental TK, a powerful electric shock is administered to your genitals. If you punish enough accidental TKs you lose the ability to reproduce, and thus remove your dumbass genes from the population.
lol.. But seriosly: if someone knows how to implement it, please tell.. I wish more servers used this. People could then see, who the auto-punishers are.
Definitely a good feature, but I think it's better to not have the punish-option at all. Saves the world from a lot of swearing...

It doesnt do anything........It just shows when you punish it doesnt kick them or anything
Its on a few of my favourite servers i think 2 of them have it. Possibly one is Norwegian or Swedish all right.
