The use of a nuclear weapon by a defending nation on an attacking nation that has not used nuclear weapons would possibly be looked at as overreacting.  Thusly, the defending nation may have to refrain from the use of its nuclear arsenal to preclude the attacking force from using theirs.  Just a different viewpoint.

I remember when that happened. Was fuses for nuke warheads (not launch codes). Not really that big of a deal, but the good thing was it helped get some people fired who REALLY needed to find new work elsewhere.

Not really, as it really only applies to those who already have them. Of course, you can't unpop the cork...but nobody is ever "obligated" to build any kind of weapon--nuclear or otherwise.
