Not necessarily. 80's, 90's and so on could refer to years 80 to 89 etc. but decade is from 1 to 10 as in 1991 to 2000.

Also a decade is any 10 years, doesn't matter what years or for that matter which days it starts and/or finishes. Had the OP specified the 201st decade then yes, the starting date would have been important, but as they didn't all you calendar Nazis can go STFU.
