Really Obama is right, there is no point in sending more troops to pursue an already failed strategy. Until the military, or better someone else, has a plan its just a waste.

The war was over a long time ago, this is a counter-insurgency. Sending more troops will not make any difference, unless you're planning to invade Pakistan, Iran, Turkey etc.More men and women will die if you do a small lingering ineffective war then a big quick one.
