Everyone knows Aussies love censorship. We've had a (botched) anti-porn filter, a farce as a classification board (somehow shooting innocents in an airport is more acceptable than swinging a frying pan at a zombie), inconsistency across classification (dead rising is fine, but not the US version of left 4 dead), and an archaic system that rates our worst games as "MA 15+", which is not to be confused with "M 15+"...and I doubt many people can tell you why. In any case, MA 15+ is given to games that are not ban-worthy, but somehow not appropriate for the usual 15 year olds...or something like that (Call of Duty 2 was MA 15+, just for comparison).

And so we come round to a proposal to have an R 18+ rating. This would mean that mysterious MA 15+ would have a much clearer definition, with parents less likely to be confused about content, while adults wouldn't need to buy games that have been watered down. This proposal would have done just fine, were it not for South Australian Attorney-General Michael Atkinson, bigoted dictator he is. As an alteration to the classification requires the unanimous agreement of all the Attorney-Generals, the dissent of one (him) means that the R 18+ rating will sadly never come to fruition as long as he's elected. And seeing as his seat is very safe, he'll win the next election for sure. He is entirely self-centred, his arguments are contradictory and poorly-articulated, and he is willing to allow R rated DVDs, but not games for some bizarre reason.
(He also has an obsession with rape and seems to believe that an R 18+ rating would allow rape and not receive a "Refused Classification" rating.)
This is what we have to put up with.
