The simplest way I can think of is using handbrake (with really, really low video settings to improve speed since video doesnt matter) to encode the movie and set the audio to encode to mp3.  Then use mkvmerge to separate the audio from video

Yeah, sometimes speedtest.net uses a high order port above 65,000 to avoid clashing with gaming, and on cheaper NICs, those ports are really narrow. You should consult Freezer, as he speaks highly of Intel "server" NICs. I'm sure those have very wide ports across the spectrum.

So essentially I want a new, better NIC?

No. The concept of ports in transport protocols like TCP and UDP is a purely logical concept with no inherent impact on the forwarding of traffic. The concept exists to let applications on one system address specific applications on other systems, and it does so by simply slapping a number in the protocol header that the target system can use to direct traffic to the appropriate application. When your application requires network access using a transport protocol like TCP or UDP, it either requests a specific port number, or is assigned an arbitrary port number by the networking stack, and then binds to that port. Once an application is bound to a port, no other application can bind to it. Your application then uses that port number as its source port (to let the remote applications know where to return any data,) and the port that the remote application has binded to as the destination port. Think of it like a big switchboard system that connects local applications to the network. You can only have one plug in a jack at a time, so if there's a port conflict, either your connection works perfectly, or it doesn't work at all. First come, first serve.

As for your latency issues, you're looking at about a million different possible causes. It could be a poorly built firewall running with very few resources, it could be your ISP messing up prioritisation, it could be your router failing in any of a million ways, and that's just to name a few of the likely causes. I suggest that you sell the offending hardware, and purchase an abacus.

why don't you just do a /tracert or something to the servers that you're getting a high ping from

see whether it's your local machine, one of your isp nodes or the actual server itself
