Actually there is no teeth to the above section you mentioned.

Republicans, twice, tried to add the Systematic Alien Verification for Entitlements (S.A.V.E.) program to the health bill, but Democrats in committee stopped it. This program would verify those who claim to be here legally are actually here legally using this program.

The only way you'll ever escape paying for illegals is by revoking the Hippocratic Oath.

If hospitals required payment and identification before rendering services, then no illegals would be served, but then again, you'd probably have a lot of people dying during emergencies.
