Well more than a decade ago then President Clinton signed into law the new Federal Welfare program. In 1998 though California reformed its welfare program to go beyond the federal cap of 5 years of benefits.
In California if you have any children under the age of 18 you can get Welfare.
Only 6 states in the union have this eligibility. No wonder why 30% of all Welfare recipients are in California even though California has only 12% of the nation's population.
Wonder why California is about to go bankrupt...perhaps its the $5.6 billion (€4.0 billion) they pay out each year...
