Console players must upload for each player that is in their session, and download from every other player.
And then they say "why is there no lag?" when using the PC.

Mainly they have much higher muzzle velocities (1500m/s) and much higher range (3-4x of regular ammo of the same caliber).
Plus, they cause serious injuries, as they get very unstable and heavily deform upon entering the soft human body (U-shaped,...), while going relatively straight through steel.
Also, during testing, they penetrated all common protective vests and helmets and furthermore tend to rip pieces of those into the wounds, causing serious secondary injuries.
So, if DICE are really simulating flechette ammunition realistically, they would indeed have a tremendous impact on game mechanics and balance.
But it's much more likely that they are only re-skinning and renaming them for people to boast with exotic-sounding weaponry.
As with most pre-release DLC it will all be made available after the game is released (granted you may have to pay for it). The fact is, these new 'dart' rounds aren't going to change a damn thing about the game - unless you are shit, then you can use the DLC as your excuse - I really don't see why people are up in arms about it all.
