this whole idea with internet filtering is idiotic from the very beginning. simple tools like TOR, PGP and OpenDNS would probably negate most of this stuff. and a private VPN tunnel to a foreign ISP which dosn't have to follow these stupid regulations - and if this nonsence continues those are bound to become available - would go around the filtering altogether.

I used to work for one of the biggest ISP in the UK and we tried to implement a filter.
It didnt work. We got students to try and retrieve pron and they did within 4 mins.
We tried individual addresses, certain words, spent 120K pounds on 3 NetApp boxes. But we could not block it. There was too much of it around and it was too costly to have 15 people sitting there adding addresses/links.
As soon as we blocked one path, they would open another. I am not sure if it was for porn of just because the path was blocked.
