Well partially at least. A lot of extraterritorial Jihadists took part in both Chechen wars, though Russia did kick their asses eventually.

yeah, you in USA may not have heard about this but we did actually have our "share" of bombings here during Chechen wars - those nutters had blown the whole buildings in some cases. in response those even remotely connected to these bombings along with their mothers in law as well as some random dudes who just walked by had been sent to meet their allah. "grim vicious bastards" you say - yeah, that fits imho. as the matter of a fact they do try to play that "democracy" and "political correctness" nonsence here too, but, as the saying goes here, when a roast cock pecks russians in the butt the results tend to be really ugly.
