1. It will try to jump start the financial markets to work like before as soon as possible ...
2. It will or rather have to try and employ the huge amount of people that shortly will be without work ...
3. And lastly it must try and get the huge masses of people to believe things will get better again, that they will be able regain their personal economy and that it is imperative for them to start spending money again ... but not overspend it, a fine balance is needed ...

Clinton - Budget balance and almost no debt
Bush Jr. - Overspending and a record high debt
