So, I have a few pictures I've found over the time that display the type of skill I would like to apply to several projects. The problem is I can't exactly figure out how to do it short of spending hours of painstaking work making the entire picture B&W then manually altering/filling in the color you want personally. Here is some examples:

looks like layers and using the blending modes... just experiment with layers and masks and opacity... etc

It was. If you are going to get serious with this type of work I suggest you get a pad.

Awesome, Photoshop elements 4.0 doesn't have layer mask I don't think :\

If you want to get the photoshop skills you should start with a real copy of photoshop. Elements is not going to be good enough.

Take a class or get a book to quickly get over the basics so you can be familiar with it. Then start googling to your hearts content. There are brazillions of tutorials out there.

A copy of a student photoshop licencse is super cheap, if I recall. Or, unless you NEEEEEED cutting edge, get Photoshop version X -1. (IE, whatever the latest is, minus one version). You'll find it used for MUCH cheaper than retail for the latest and these days you won't really miss too much. (I'm still on CS2 myself and have had zero incentive to upgrade so far to CS3 nor CS4.)

Make sure you don't plan on making money if you get the students' version.

Also, CS3 has a new and sexier interface.
..Not sure about CS4 though.

Yeah i know... i am a photoshop addict... I have a Wacom but had a hard time getting used to it...

I have CS3 and 4... I still use 3 mostly... 4 loads very fast and it looks kind of industrial compared to 3

I've been using cs4 for awhile now. It's faster than cs3 and supports open gl. I'm not big fan of the panels but you can fix that. There are some good improvements (like the dodge and burn tools). If you want to spend the money it's worth it.

I have plenty/decent amount of photoshop skills/knowledge, as far as elements goes anyways. Which isn't too far considering it's more for editing photos, which is a small part of my job. I might be able to get PS 7.0 from my work but I don't really know. Any other suggestions for elements?
