education isn't always great, but the parents don't value it, so neither do the kids
I'd really hate to have to watch another 60's style culture war.
But improved Education is the really only thing I could think of.

Part of the solution would be to move much of the public aid money to the educational system, and make the hiring process less political (its who you know, not what you know).
Many of the "teachers" in inner city schools are hired due to their connections, not their commitment, and they do a terrible job. Increasing the teachers salary would go a long way too. I could do a phenominal job teaching chemistry, but I can make 5 times as much working elsewhere. Teaching salaries aren't competitive in today's market.
But the bigger problem here is the culture of various groups (names omitted) who do not value education, but rather the amount of offspring you can produce by age 20. It is a culture of failure and irresponsibility, and I'm not sure how to fix that...
