Whatever, his agenda was changed for him. Nobody knows what he might have done or not done absent 9/11 and the fallout from that. You can't compare what he said he was going to do in 2000 when campaigning to what he did after 9/11/2001. A completely different set of priorities was thrust upon this nation, changing the priorities of the nation's government as well.

Is it possible he might have failed just as miserably on the foreign policy front absent 9/11 and GWOT? Sure, it's possible. But neither you nor I nor anyone else in the world knows it to any degree of certainty.

I do know with a fair degree of certainty that without 9/11 and GWOT, our debt would probably be reduced...his first budget before 9/11 had a surplus in it.

No, they don't. It's essentially flat from 2000-2001 (WJC's last budget). It begins to rise sharply from 01-02...the first post-9/11 budget.
