ISPs make them like that. A packet can only be going in one direction along your pipe at an instance in time. ISPs optimize connections so that more data can be downloaded than uploaded in a given time (more packets going ---> rather than <---). Because, generally people download more than they upload.

So it's a "feature", I suppose.

Or something like that ...

I'm not at uni accommodation any more

But I got around 90Mb/s / 50Mb/s. Went down a bit during peak hours, but it was still damn fast.

Could easily download from fast servers at 10MB/s with a couple of threads.

Those are the fastest ones ... it did actually often vary down towards half those speeds.

Nah, I'm actually using satellite internet since I'm on a train, and my firefox's connection is routed through a SSH tunnel to a server in France. So yeah, I think that might be the reason
