Or try running a Ubuntu LiveCD and playing some music in that with the volume maxed, it'll show if Windows or something in it is causing low volume problems.

Buy a louder set.
If your Windows audio and system software is 100% maxed out, and they physically don't go any louder (i.e. the dials/knobs are turned up to 11), then no magic software tool will 'boost' them. You could probably find a software tool to boost the gain, but it would only distort and ruin the quality/clarity of the sound.
