My dad is annoying me and he has left his laptop on so I wanna change his default homepage to an auto playing rickroll so that when he opens up IE it will play a cheesy Rick Astley song.

Here's one better:
Get a .wav of the Rick Roll song and hide it somewhere on his computer. Go to the control panel -> Sounds -> Sounds (Windows Sounds, something like that) and find "Windows Logon." Change the selected file to the Rick Roll .wav.
Now, when he logins, it will play and there's nothing he can do to stop it. Though there may be a time limit, not sure. I used to have a 10 second clip play, so you can get something worthwhile in.
