The US military in Iraq says it will soon hand responsibility for paying members of Sunni Arab groups fighting al-Qaeda to the Iraqi government.

About 100,000 former anti-US insurgents have joined the so-called Awakening Councils since September 2006 and received salaries from the US.
Members of the Baghdad Awakening will move to the government payroll on 1 October, with others to follow.
The cost of the former insurgents' salaries amounts to about $360m a year.
The BBC's Mike Sergeant in Baghdad says the Sunni Awakening has made a huge difference to the security situation in Iraq.
A US military spokesman in Baghdad says 54,000 Baghdad Awakening members would be paid by the national government from next month.

At the very least, the mainly Shia-run national government is wary of the militias and how they may develop into alternative centres of military and political power.

The smooth running of this change is widely seen as crucial.
The gains made in reducing the violence may be at stake.
Iraqi officials have spoken of integrating 20% of the members of the councils into the police or army. It's not clear what will happen to the remainder.

Those people aren't terrorists. Well, most of the Insurgents in Iraq weren't really "terrorists". It was mostly AQ in Iraq and their Affiliates that seemed to be doing all the market bombings, and the crazy shit. So for one thing, nobody is appeasing no Terrorists (for the most part, I think)

Secondly. I don't see how inviting someone to stop shooting at you and come to your side, to defeat the bigger enemy, is appeasing...? More like good down to earth thinking imo.

never 100,000 of em. IF there were 100,000 insurgents at any one time, we would have had twice as many troops in country. there is a rule about American forces engaging enemy. You need to have a 3 to 1 ratio to perform successful operations. We've never had 300,000 troops there.

put it this way. The military will not consider offensive action unless that 3:1 ratio is satisifed.
