The video makes some good points but, as for it happening I can't see it myself, not in my lifetime anyway. Companies rely too heavily on the net for business, people rely to heavily on it for their personal life, try and take that away and you'll have a revolt so huge from both industry and the public that you'll never be able to recover.
Shutting down the Internet in the fashion they're describing would instantly cripple the global economy (more so than it already is) multi billion dollar companies would cease to exist, imports and exports would essentially stop, the US would have almost no fuel and cripple them yet further, the net is too big an animal to shut down.
I can see governments trying to sneak in censorship though, as far as that goes it
is already happening, youtube/facebook/myspace have
all removed content deemed inappropriate by the government and they'll continue to do so.
